Alderman Burke moved to Suspend the Rules Temporarily to permit immediate consideration of and action upon the said proposed resolution. The motion Prevailed.
The following is said proposed resolution:

WHEREAS, Shortly after midnight on November 29, 2017, companies of the Chicago Fire Department responded to a fire reported at 3804 -- 3806 West Montrose Avenue; and WHEREAS, While Engine Company 124 and Battalion 10 were on their way, the fire was spreading so rapidly that the main fire alarm office issued a Still and Box Alarm; and WHEREAS, Arriving at the scene, firefighters saw fire billowing through the roof of the three-story structure. Even more alarming, they could see people at the windows;
apparently trapped by the blaze; and WHEREAS, Acting quickly, Firefighters of Tower Ladder Truck 23 raised a 35-foot ladder to the third floor to rescue several trapped residents; and WHEREAS, At the same time, members of Truck 13 fought their way through intense heat and smoke to the second floor, where they encountered a resident and his dog. They carefully led the resident and the dog out of the building without injury; and WHEREAS, Truck 38 and the Rapid Intervention Team Truck also arrived and deployed a 35-foot ladder to rescue a victim from the third floor; and

WHEREAS, Battalion 10 directed Squad 2 to conduct a primary search of the second and third floors to look for victims. By this time, the fire had spread into the landings of both floors; and WHEREAS, Engine Company 69 personnel maneuvered their fire engine into the alley and used the deck gun to extinguish the fire on the fully engulfed porches; and WHEREAS, As a result of the swift actions by all the fire crews on the scene, everyone in the building was rescued, including three adults and one child who required hospitalization; and WHEREAS, The firefighters involved in this dramatic rescue deserve our admiration and respect. All of Chicago is proud of our outstanding and brave firefighters for putting their lives on the line every day in incidents such as this one; now, therefore, Be It Resolved, That we, the Mayor and members Chicago, assembled this 13th day of December 2017, units of the Chicago Fire Department: Battalion 10, Engine Company 69, Engine Company 124, Truck Squad 2 and Truck Company 13; and
of the City Council of the City of do hereby commend the following headed by Chief Frank Ruscello, Company 38, Tower Ladder 23,
Be It Further Resolved, That suitable copies of this resolution be presented to the Chicago Fire Department units involved in this heroic fire rescue, and placed on permanent record in the personnel files of the responding individuals, as a token of our admiration and gratitude.

On motion of Alderman Burke, seconded by Aldermen Thompson, Curtis, OShea, Taliaferro, Reboyras, Sposato, Laurino and Napolitano, the foregoing proposed resolution was Adopted by a viva voce vote.
At this point in the proceedings, the Honorable Rahm Emanuel, Mayor, rose and on behalf of a grateful city, extended appreciation to members of the Chicago Fire Department:
Battalion 10, headed by Chief Frank Ruscello, Engine Company 69, Engine Company 124, Truck Company 38, Tower Ladder 23, Squad 2 and Truck Company 13 for their life-saving rescue. Lauding the brave and selfless response by the honorees under life-threatening and challenging conditions, Mayor Emanuel spoke of the dedication, training, teamwork and focus necessary to perform such a dangerous rescue. A debt of gratitude is owed not only to the honorees and all members of the Fire Department who place their lives in danger each day for the safety and protection of others, the Mayor declared, but also to their caring and supportive families who face the uncertainty that their loved ones will return home safely after answering the call to duty. Mayor Emanuel then invited Battalion Chief Frank Ruscello and Captain Gregory J. Niles to the Mayors rostrum where he presented each with a parchment copy of the congratulatory resolution.

Philips has gone to the state final four years in a row, and has won the state title in two of the last three years. This graduating senior class is the winningest in CPS football history, with a record of 51-4; and WHEREAS, In the Class 1A IHSA girls tennis tournament, Northside College Preparatory High School student Nicole Roc, led by Coaches Darlene Horn and Alex Hughes, and Principal Kelly Mest, finished the season undefeated and won the singles championship. Nicole is Northside College Preps first state champion in singles tennis, and has been awarded a full scholarship to West Virginia University, where she will compete in Division I competition in the Big 12; and WHEREAS, The Members of this Chamber are pleased to congratulate all of the members of the Chicago Public Schools teams on their overwhelming success in their fields of competition; now, therefore,

At this point in the proceedings, the Honorable Rahm Emanuel, Mayor, rose and on behalf of the people of Chicago extended congratulations to Chicago Public School student athletes on their championship performances during 2017. Recognizing the character-building attributes developed through athletic endeavors and lauding the ongoing academic improvements and successes at Chicago Public Schools across the city, Mayor Emanuel thanked the parents, teachers, coaches and school administrators for their support, guidance and encouragement in helping motivate and prepare these student athletes for future success.
