Josephine Regnier, World War II veteran, led the City Council and assembled guests in the Pledge of Allegiance to the Flag of the United States of America.

PRESENTATION OF MUSICAL SELECTION.

Members of the Rickover Naval Academy Marching Band performed the Star Spangled Banner.

RECOGNITION OF JOSEPHINE REGNIER.
At this point in the proceedings, Alderman Burke rose to convey the appreciation of the members of the City Council to Josephine Regnier for her service during World War II as a member of the United States Navy and to all the men and women of the United States Military for their patriotism, courage and service to our nation.
Mayor Emanuel then rose and expressed his appreciation to Ms. Josephine Regnier for service to our country during World War II. Reflecting on the brutal assault and robbery suffered by Ms. Regnier on December 7, 2016, the anniversary of the attack on Pearl Harbor, Mayor Emanuel noted that the stamina and strength demonstrated by Ms. Regnier throughout her recuperation and her grace and spirit during the courtroom trial and subsequent sentencing of her attacker is inspirational and speaks volumes about her character. Mayor Emanuel also thanked the detectives for their thorough investigation and apprehension of the violent assailant and the family, friends and members of the community for their ongoing assistance and support. Mayor Emanuel then left the rostrum and strode to the Council floor where he presented Ms. Regnier with a parchment copy of a resolution honoring her service.
The City Council and assembled guests then joined together in a standing ovation.

The following is said proposed resolution:

WHEREAS, The members of this Chamber were deeply saddened to learn of the death of Chicago Police Officer Bernard "Bernie" Domagala Star Number 8996 on September 5, 2017 at the age of 66 from a gunshot wound he sustained in the line of duty over 29 years ago; and WHEREAS, Born in Chicago on February 6,1951, Bernie grew up in Chicago, where he met the love of his life, Denise, and where the two were married and blessed to raise three sons: Erik, Craig, and Adam; and WHEREAS, Becoming a Chicago Police Officer was a lifelong dream of Bernies, and he was appointed to the Chicago Police Department as a patrolman on May 18, 1981; and WHEREAS, While serving his city as a police officer, Bernie enjoyed and embraced the challenges that came along with the job, as evidenced through his promotion and assignment to the Gang Crimes South Unit, as well as the Hostage, Barricade, and Terrorist Unit; and WHEREAS, On the afternoon of July 14, 1988, Bernie responded to a hostage situation involving a heavily armed gunman at 7237 South Stony Island Avenue; and

WHEREAS, As Bernie and his fellow officers surrounded the property, Bernie peered around the corner from his position for a split second and was shot in the forehead by the gunman; and WHEREAS, Bernie was rushed to Michael Reese Hospital, where he underwent six hours of surgery to remove the bullet; and WHEREAS, As a result of the traumatic injuries he suffered that day, Bernie would require surgeries, therapy, and medical attention for the rest of his life; and WHEREAS, In spite of their severity, Bernie never let his injuries get the better of him.
He continued to display his love and passion for the Chicago Police Department, often telling stories about his time as a police officer and about his family; and WHEREAS, As a husband, father, police officer, and vital member of his community and our city, Bernie touched the lives of all who knew him with his kindness, generosity, and spirit. He will be deeply missed, but the memory of his character, intelligence, and compassion will live on in his beloved wife Denise, his sons Erik, Craig, and Adam, and in all those who knew and loved him; and WHEREAS, The legacy of Bernies dedication, devotion, strength, perseverance, and sacrifice serves as an example to us all, and has earned him the respect of all who knew him; now, therefore, Be It Resolved, That we, the Mayor and members of the City Council of the City of Chicago, assembled this 11th day of October 2017, do hereby mourn the passing of Officer Bernard Domagala, and do hereby extend our most sincere condolences to his family and friends; and Be It Further Resolved, That a suitable copy of this resolution be presented to the family of Officer Domagala as a sign of our honor, gratitude and respect for his life and his service to the City of Chicago.

At this point in the proceedings, the Honorable Rahm Emanuel, Mayor, rose to offer the condolences and support of the people of Chicago to the family of Police Officer Bernard "Bernie" Domagala. Reflecting on the life and legacy of Officer Domagala, Mayor Emanuel spoke of his abiding commitment to his family, his community and the people of Chicago.
Officer Domagala was a remarkable man of strength and character who acted upon the fundamental belief in public service and dedication to duty, the Mayor observed, and his absence will leave a void in the hearts and lives of those fortunate enough to have known him. Mayor Emanuel then left the rostrum and strode to the Commissioners gallery where he presented a parchment copy of the memorial resolution to the family of Police Officer Bernard "Bernie" Domagala.

The following is said proposed resolution:

WHEREAS, The Association of Public-Safety Communications Officials APCO
International is the worlds oldest and largest organization of public safety communications professionals and supports the largest U.S. membership base of any public safety association; and WHEREAS, Every year, the Illinois Chapter of APCO presents awards to public safety communications personnel who have demonstrated the highest levels of personal and professional conduct and performance in the line of duty throughout the State of Illinois;
and WHEREAS, APCO selected Chenetra Washington, Supervising Police Communications Operator at the City of Chicago Office of Emergency Management and Communications OEMC, as the award recipient for 2017 Supervisor of the Year; and Marissa Leezer, Police Communications Operator II at OEMC, as the award recipient for the 2017
Telecommunicator of the Year; and WHEREAS, Chenetra Washington began her career with OEMC on October 24, 2005, as a police dispatcher, where she worked for ten years before being promoted in 2015 to supervisor, the position she currently holds; and WHEREAS, Shortly after her promotion, Chenetras supervisory and crisis management skills were put to the test when one of her dispatchers received a call from an agitated man threatening to shoot himself and any officer who responded to the call. After alerting the Chicago Police Department to the threat, Chenetra remained on the line with the caller, never giving up hope that the situation could be resolved peaceably. Following two tense hours of negotiation among the caller, Chenetra, and the responding officers, Chenetra was able to convince the caller to walk outside and calmly surrender himself to the police; and WHEREAS, Never content to rest on her laurels, Chenetra continues to set a positive example for her fellow co-workers by mentoring new supervisors and guiding them through their daily responsibilities. During her free time, Chenetra helps the less fortunate by organizing food drives for the homeless and delivering homemade sandwiches, snacks, and beverages to needy persons throughout the City; and WHEREAS, Marissa Leezer began her career with OEMC in May 2001 as a police dispatcher. She currently works from 2:00 P.M. until 10:00 P.M., one of the busiest shifts for a dispatcher, in Zone 10, one of the most active dispatch zones in the City; and

WHEREAS, During her tenure with OEMC, Marissa coordinated the Citys response to more than 620 calls for shots fired and over 60 incidents involving persons injured by gunfire; and WHEREAS, Despite the stress, chaos, and emotional struggle of working on an active shift in an especially active zone, Marissa has taken only two sick days during her sixteen years of service; and WHEREAS, Widely admired for her tenacity, positive demeanor, and ability to brighten spirits and boost morale, Marissa often brings snacks or lunches to her co-workers during their busy shifts; and WHEREAS, Marissas dedication to her job and to public safety were recognized in 2016, when she received OEMCs Team Performance Award for managing and coordinating a crime scene involving a police officer who was shot; in 2012, when she was recognized for her efforts during the NATO Summit in Chicago; and in 2010, when she received an Honorable Mention for her astute response during an incident involving an Illinois State Police chase from a Chicago expressway onto the Citys crowded streets;
and WHEREAS, Chenetra Washington and Marissa Leezers unerring professionalism, dedication to their jobs, and willingness to always treat others with dignity and respect are truly exemplary; now, therefore, Be It Resolved, That we, the Mayor and members of the City Council of the City of Chicago, assembled this 11th day of October 2017, do hereby extend our congratulations to Chenetra Washington, recently named APCOs Supervisor of the Year for the State of Illinois, and to Marissa Leezer, recently named APCOs Telecommunicator of the Year for the State of Illinois; and Be It Further Resolved, That suitable copies of this resolution be presented to Chenetra Washington and Marissa Leezer, and placed in their respective personnel files, as a sign of our appreciation and gratitude for their exceptional service to the City of Chicago.

At this point in the proceedings, the Honorable Rahm Emanuel, Mayor, rose and on behalf of the people of Chicago extended congratulations to Chenetra Washington and Marissa Leezer on being honored by the Association of Public-Safety Communications Officials for their exceptional service to the people of Chicago. Citing the ever increasing number and size of events hosted in our city and the security and coordination necessary for their success, Mayor Emanuel noted that as we congratulate Chenetra Washington and Marissa Leezer on receiving such distinguished recognition we must also give acknowledgement and thanks to the men and women of the Office of Emergency Management and Communications for their dedication, professionalism and support in helping ensure the safety of residents and visitors to Chicago. Mayor Emanuel then invited Chenetra Washington who represented the honorees to the Mayors rostrum where he presented her with parchment copies of the congratulatory resolution.
